A BIM-based Maintenance Information Modeling Approach for Safety-Vulnerable Public Facilities Using Open Government Data

Abstract

Aging public facilities in Korea are managed under the Special Act on the Safety Control and Maintenance of Establishments, which assigns safety grades from A to E. Facilities rated D or E require immediate rehabilitation or restriction of use, yet their management information is accumulated as a tabular ledger that is not linked to spatial, geometric, or component-level information. This study analyzed 212 D·E grade public facilities disclosed through the Korean open government data portal and proposed a BIM-based maintenance information modeling approach. Bridges accounted for 59.4% of the vulnerable facilities and third-class facilities for 87.3%, while 39.6% of them carried no usage restriction despite their D·E rating and 23.6-26.9% of the key response attributes were missing. Based on these limitations, a property set mapping schema linking the open data attributes to IFC entities was proposed, and a Maintenance Priority Index combining safety class, response status, elapsed period and inspection compliance was formulated and applied to the 212 facilities. A complete-case re-analysis of the 155 facilities without missing attributes reproduced the same top-20 priorities, and the ranking remained stable under alternative weighting scenarios (Spearman's ρ of 0.90-0.99). The proposed approach allows construction management practitioners to derive inspection priorities and budget allocation criteria from publicly available data.
